Land use planning testimony provided by Brian E. Seidel, AICP resulted in the Planning Board in the Town of Hurley adopting a SEQRA negative declaration under state law, approving a special permit and site plan application to develop a communications tower in New York’s Catskills region of Ulster County. An advertised balloon test was conducted at the project site with municipal officials, to assess the potential visual impact on the community. The resulting photographs were utilized to prepare an alternatives analysis, depicting simulations illustrating a variety of design solutions for the structure at a variety of locations on the subject property. At a separate hearing before the Town’s Zoning Board, additional testimony was provided to obtain approval of height variances permitting the facility to be constructed to a height of 130-feet above ground level.
